This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Quotes are being requested via this synopsis and a written solicitation will not be issued. Requisition Number W81EWF22120338 is being issued as a request for quotes (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-26. This requirement is a 100% set-aside for Small Business Concerns under NAICS Code 334419 (SIC 3679) with a size standard of 500 Employees. All cost associated with delivery to Vicksburg, MS shall be included in the quote.

The US Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Optical Laboratory intends to purchase a laboratory optical fiber splicer kit.

The USACE, Engineer Research & Development Center, Geotechnical Engineer and Geosciences Branch, Geotechnical and Structures Laboratory (GSL) has a requirement for the following:

The requirements for the Fujikura Optical Fiber Fusion Splicer Kit are as follows:

SPECIFICATIONS FOR A FIBER OPTIC SPLICING SYSTEM

A fiber optic fusion splicer operates by heating the ends of two fiber optic cables and joining them together. The laboratory splicer is intended as a research instrument and will remain fixed in the lab. It will be equipped with a split V-groove clamping system designed to hold the two fiber optic cables ends in place and precision motors to make adjustments to the fibers' positions until they're properly aligned. The system will be capable of maintaining polarization of the fibers, and the alignment process automated. The system will be equipped with two video cameras and monitors so during the alignment process the fiber optic technician is able to view each end of the fiber alignment.
The splicer will come as a kit equipped with a precision cleaver and disposable supplies including: optical fiber preparation fluid, optical fiber holder pairs, AC adapter and power cord, cleaning supplies, and transit case.

Maintain fiber polarization
Splicing capability up to 1200 m fiber cladding diameter, 2,000 m coating diameter
Fiber clamping system to hold a range of fiber diameters from 60 to 2000 m
Motorized electrodes to change electrode gap to optimize plasma zone shape
Adjustable vertical height to position fiber within plasma zone
Dual monitors with user-selectable information display
PC connectivity functions (for software upload, data upload/download, PC control

Deliveries are limited to 0700-1630, Monday through Friday - exclusive of Federal holidays. All delivery trucks shall enter and exit through ERDC Gate 3 at 3909 Halls Ferry Road.

Award shall be made to the responsible offeror whose quote is determined to be Lowest Price Technically Acceptable. FAR Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors must include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
