The 412 TW, AFFTC, Edwards Air Force Base, CA is seeking potential sources capable of providing two each ground color video compressor decoders equal to the items listed to meet the form, fit, and function of existing systems. REQUIREMENTS: DEC1000R5, SA-309379-01, ground color video compressor decoder. The color video compressor decoder shall accept the digitized and compressed NRZ-TTL level data from the encoder’s output and convert the signal back to its original standard NTSC color analog television picture. This signal shall be capable to be displayed on a standard TV monitor and/or recorded on a standard VCR. Unit must have PCM data option. Functional: Inputs, clock and data input signals shall be TTL level NRZ-L with input impedance of 75 Ohms; data polarity shall be normally non-inverted in relation to the polarity of the airborne encode output and both clock and data shall be capable of being inverted; and the unit shall operate with a rising clock edge (measured at the 50’-.point), coincident with and up to 90 degrees following the onset of data. Mechanical: The dimensions of the unit shall not exceed 12 inches long X 19 inches wide X 5.5 inches high. Unit shall be able to be mounted on a standard 1911 rack; the weight of the unit shall not exceed 15 lbs, and the unit shall operate and perform its required functions from -200C to +600C. Compression Algorithm: Unit shall use the algorithm based upon the Discrete Cosine Transform method defined per ETI-TP093 DCT Standard for Digital Transmission of Color Television images and be compatible with the Enerdyne encode P/N ENC1000A94 and decode P/N DEC1000R5. Ship Date: 60 Days ARO. FOB: Destination. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the ground color video compressor decoders, or equivalent, listed above. Firms responding to this notice must identify their company’s capabilities to perform the requirements described herein, reference the number and indicate whether or not that they are a small business concern as defined in FAR 52.219-1. The NAICS code is 334511. The Small Business size standard is 750. The information received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in February 2006.
