NOTICE OF PROPOSED CONTRACT ACTION (NOPCA): The Cryptologic Systems Division Contracting Branch intends to award on a sole source basis a Firm Fixed Priced (FFP) contract for the repair/remanufacturing of the following units: 2 each, SLRTI Complete System, P/N: 614005655, 5 each, WSTI-U Camera, P/N: 194760, and 3 each, Power Box, P/N: 3202816-1 to the OEM, FLIR Systems, Inc. The Original Equipment Manufacturer (OEM) is FLIR Systems, Inc., 25 Esquire Road, North Billerica, MA 01862-2501. CAGE: 3UVR3. NAICS: 333314. Required Delivery: 30 days after receipt of contract and assets. The proposed contract action is for supplies/service for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by Feb 2011. The Air Force does not havethe technical data or technical expertise to compete this requirement. The lack of complete specifications, schematics/drawings and parts lists prohibits the use of Full and Open Competition procedures. FLIR Systems, Inc. is the only source with the required engineering knowledge, expertise and the complete drawing package.
