Notice of intent to use brand name products. The Naval Facilities Engineering Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide outdoor circuit breakers that have the same requirements as Schweitzer Engineering Laboratory (SEL) protective relays (model SEL-311L) and corresponding trip monitors (model SEL-2652A). The requirements for the relays and monitors are: 1. SEL-311L a. Multi-function protective relay with IEEE standard device functions identified on the Relay Function Table. b. Two line, 16 character LCD, 16 LED status and target indicators c. 8 field programmable operator push buttons for local communication d. Metering, Monitoring, Synchrophasor Measurements, Power Quality, and Fault Locator e. Mirrored Bits communications for bidirectional digital communication with other devices f. Optional dual fail-over Ethernet communications for Telnet, FTP, read-only web server, and IEC 61850 communications support. g. Inputs: • Four voltage inputs • Four Current inputs • Six programmable optoisolated inputs h. Outputs: • Seven programmable output plus alarm contacts • Six High-Speed/High-Current Interrupting Contacts i. Features • Self powered with a voltage range of 48-125Vdc. • Displays either circuit breaker or continuity status with and external LED. • Reports status to SCADA with a Form C contact. • Connectorized terminal block. This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources for this product. To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or that is vague.
