This serves as a Notice of Intent. The White House Communications Agency (WHCA) intends to issue a Sole Source Purchase Order under Simplified Acquisition Procedures to Narda Satellite Networks an L3 Communications Company. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Narda will be responsible for repairing 12 pieces of L3 satellite equipment that is proprietary to L3. This equipment includes 2 each Block Converters, 2 each Up/Down Converters, 5 each Modem Satellites, 2 Each HPA, and 1 each Test Translator. Narda will be providing all equipment, material, and labor to complete the needed repairs to make the equipment fully operational. L3 provides satellite equipment to the White House Communications Agency and is the only known company capable of providing this service.
