The Space and Naval Warfare Systems Center, San Diego (SSC San Diego) intends to award a sole source Indefinite Delivery Indefinite Quantity type contract to Eclipse Electronic Systems, Inc. This sole source procurement will be conducted using the procedures of FAR Subpart 13.5 - Test Program for Certain Commercial Items (Section 4202 of the Clinger-Cohen Act of 1996). This is not a request for proposal and no solicitation is available. The contract will provide for the purchase of a maximum of nine R3100 VMEbus Tuners. The R3100 VMEbus Tuner is a single-board VERSAmodule Eurocard (VME) dual-channel receiver. Each receiver must have an input range between 100 to 500 MHz, a high tuning resolution, an IF bandwidth of 10 MHz, and utilize the RACEway data bus. The intended use of the receiver is to perform RF signal capture and interface with the Advanced Modular Electronics Distant Sentinel (AMEDS) Receiver System. The VME dual-channel receiver will be utilized in imbedded collection system applications where it is desired to couple the receiver control and output Digital Signal Processing. The receiver must function in the severe self-induced electromagnetic interference environment encountered in a 37 VME card cage. The receiver board's physical dimensions must be compatible with the VME back plane and comply with chassis volume restrictions. Delivery to SSC San Diego will be required within 3 months upon issuance of delivery order. The R3100 VMEbus Tuner manufactured by Eclipse Electronic Systems is the only receiver that meets these requirements and is compatible with the software driver interfaces used in the AMEDS Receiver System. Use of any other vendor would result in extensive costs associated with having to rewrite all of the software driver interfaces to accommodate a different receiver. It is not expected that these costs would be recovered through competition.
