The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data and Information Service (NESDIS), Office of Systems Development (OSD) intends on awarding a sole source contract to Omitron, Inc., to develop, procure and upgrade the Polar Image Display and Engineering System (PIDES). The announcement is published as a Sole Source in accordance with FAR 6.302-1(a)(2)(ii). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The PIDES will be relocated to the new NOAA Satellite Operations Facility (NSOF). As part of the relocation and upgrade, there is a need to replace the aging antenna or hardware that is difficult to maintain. However hardware/software that is reusable shall be reused or re-hosted. The PIDES provides Real-Time and Near Real-Time science data processing and image display for the NOAA Polar Operational Environmental Satellites (POES). The PIDES upgrade is required to support the two next new POES satellites NOAA N and N’; to be launched in 2005 and 2008. An upgrade to the existing PIDES provides enhanced image processing and display capability, replaces obsolete hardware with the most current systems available, and enhances maintainability through 2010. Furthermore, the PIDES upgrade shall have the capacity for upgrade to capture and process future and next generation meteorological satellite data including NPP, NPOESS and METOP satellites direct broadcast imagery including x-band reception capability. This Statement of Work addresses the engineering support required to provide hardware, software, and engineering support to National Oceanic and Atmospheric Administration’s (NOAA’s) National Environmental Satellite Data Information Service (NESDIS) Office of System Development (OSD) for the development and installation of the PIDES Upgrade. NOAA is operating the Geostationary Operational Environmental Satellite (GOES), Defense Meteorological Satellite Program (DMSP), and Polar Operational Environmental Satellite (POES) at the NOAA Spacecraft operations Control Center in Suitland, MD. The Contractor shall perform systems development, engineering and analysis of the existing NOAA PIDES and provide technical support for PIDES system. The PIDES hardware and software shall be upgraded from the existing Sun Solaris operating system to an open architecture operating system such as Linux based platform. The PIDES upgrade shall have the capability/options for upgrading to capture and process future and next generation meteorological satellite data including NPP, NPOESS and METOP satellites direct broadcast imagery with x-band reception capability. Timely completion of this task will provide tools for optimal performance during upcoming NOAA N and N’ launches and POES mission operations. The performance periods shall be 56 weeks from the date of contract award with 2 option years for enhancements and upgrades. The applicable North American Industry Classification Code is 541511 – Custom computer programming services – with a size standard of $10 million.
