THIS IS NOTICE OF CONTRACT ACTION (NOCA) The Air Force Flight Test Center (AFFTC),. intends to solicit and award a sole source, firm fixed price contract to Lumistar, LLC , 2701 Loker Ave W, Carlsbad, CA 92008-8663. This acquisition shall acquire a Lumistar Range Telemetry Receiver for existing equipment and upgrade of equipment operated at the USAF Test Pilot School. Listed below is a detail description of the requirement. 1. Lumistar Range Telemetry Receiver ? Lower L and S band dual channel telemetry receiver with 3 FM data demodulators, pre-detection diversity combining, AM tracking outputs and NTSC video de-emphasis for FM video reception. Adding single channel bit synchronizer to the receiver. The channel can be assigned to either Channel 1, Channel 2, or the combined Channel. PCI spectral display card with one channel of either 70 MHz IF spectrum or Oscilloscope display added to the RTR. 2. Upgrade existing RTR?s by adding single channel bit synchronizer 1, channel 2 or the combined channel. 1. Execution and delivery of this upgrade must be accomplished by 22 Nov 2005. The North American Industry Classification System (NAICS) code is 334220, Receiver-transmitter units (i.e., transceivers) manufacturing Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of past experience; and (2) related projects and/or existing systems, etc. Anticipated Award date is 06 Sep 05. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time on the posted close date. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this synopsis.
