A quoter, its product, or service must meet no qualification requirement in order to be eligible for award. The items must be delivered within 120 days after receipt of order (ARO) to zip code 33040. The supplies covered by this notice are for SpiraCone High Frequency antenna Model 3002A-36HE-41 input HF antenna systems. These antennas are part of the Radio Replacement project, for high frequency systems at Boca Chica, Key West, Florida. This type of antenna has the capability to accept multiple HF transmitter inputs and gives the Joint Interagency Task Force South (JIATFS) the capability to install multiple transmitters within a restricted area. ASC Signal is the only manufacturer that produces the SpiraCone antenna. This procurement is sole source because the dual and tri-mode broadband isolating coupler are proprietary. These antennas provide long range transmitting capability over 1500 miles which is needed to be able to cover JIATFS AOR from all HF sites. This model antenna is 36 feet high and 60 feet wide in diameter. These antennas will be installed at Boca Chica next to an airfield where there are height restrictions for towers. NAS Key West has approved the use of two antenna pads with the restriction that the adjacent vegetation not be disturbed. The antenna pads are an average of 100 feet in diameter from vegetation to vegetation.

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, ASC Signal Corporation. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. All capability statements received within two days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Capability statements will be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date is September 29, 2011. Award will be made through a purchase order using FAR part 13 ordering procedures.
