The Statutory Authority permitting Other than Full and Open Competition for this action is 10 U.S.C. 2304(c)(1) as cited in FAR 6.302-1, when there is a supply or service available only from one or a limited number of responsible sources, and no other type of supplies or services will satisfy the agency's needs. This requirement will be negotiated on a sole source basis, solicitation number W911N2-11-T-0198, with HDT Expeditionary Systems, Inc., 6051 N. Lee Highway, Fairfield, VA 24435-2505. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
