The final contract award decision will be based upon a combination of price and past performance.  A Subcontracting Plan is not required.  Formal Cost and Pricing Data is not required.  EEO clearance is not required as the dollar threshold has not been met.  Progress Payments are not included as conditions at FAR 32.501-2(c) have not been met. 

Synopsis was posted to Federal Business Opportunities on October 17, 2013.  Solicitation issue date is November 5, 2013. Solicitation closing date is December 6, 2013.  The estimated award date is January 21, 2013.
