Statement of Work for Yuma Tactical Training Range Phone System
1.0 SCOPE
Replace the existing phone system for the Yuma Tactical Training Range (YTTR) with a new IP technology phone system. The system must be Defense Information System Agency (DISA) Joint Interoperability Test Command (JITC) certified for a minimum of 3 years and have a DIACAP accreditation.
2.0 BACKGROUND
The YTTR has a Private Branch Exchange (PBX) that is over 20 years old, is no longer supportable and does not comply with current DIACAP Information Assurance (IA)/JITC requirements. The range receives a limited number of dedicated lines from the base PBX which is used to support inter range/sites communications (between NAF El Centro bldgs 5000, 524, MCAS Miramar bldg 8745, MCAS Yuma bldgs 405 and 508, and remote sites such as Baker Peak, Welton EW30/West and others).
The phone system is used for normal day-to-day business (range scheduling, pre event workups/planning with Marine Aviation and Weapons Tactics Squadron One (MAWTS-1) and others) and also during exercises on range. Without replacement the current system will fail which will impact range operations (limit the number and type of events that can be conducted since alternative methods of communications will need to be used) and create a safety issue.
3.0 OVERAL REQUIREMENTS
The phone system shall include range wide communications from Miramar California, Tacna Arizona, Welton Arizona, Yuma Arizona, NAF El Centro California, and Imperial California. These sites are connected together via government microwave backbone and will have a dedicated circuit for this phone system.
The sites will need to be able to page, intercom, have voicemail, have conference call capabilities, and multiline selection. The system will have to be able to handle the multisite layout. The system must also be able to have a call service selection for incoming phone calls that each site has a guard that can be reached and Yuma AZ will be the central call center for all outside calls that do not know the extension to persons within the range.
4.0 GENERAL SPECCIFICATIONS
4.1 Equipment Requirements
4.1.1 16 port Analog Module for Yuma Phone Lines for PSTN access.
4.1.2 Multi Line Digital phone shall be provided or similar that supports 24 lines for communications.
4.1.3 Yuma, El Centro Bldg.
524, and Miramar requires (1) Multi Line Digital phone and Side Car or similar.
4.1.4 Advance and Basic Voice Mail will need to be provided by system.

4.1.4.3 User features

4.1.5 Phone Lines for PSTN access shall use a 4 port FXO module to communicate with the EW East and West sites. The range support contractor, Northrop Grumman (NG) will facilitate the infrastructure for entire telephone site to site and all routing/switching/wall jacks and other related equipment.
4.1.6 El Centro Bldg. 5000 will require 8 Multi Line Digital phones to replace existing units.
4.1.7 El Centro Bldg. 524 will require 8 Multi Line Digital phones to replace existing units.
4.1.8 Proper licensing will need to be provided for all voice channels.
4.1.9 Miramar requires Phone Lines for PSTN access to connect to a single PRI/T1 module.
4.1.10 Miramar requires a minimum of 12 Multi Line IP phones or 12 Multiline Digital phones.
4.1.11 System must be able to tie in local phone lines from remote sites.
Yuma, Miramar, El Centro, Welton/Tacna have Central Office phone lines that must tie into the system and be usable at all locations. The communications between all sites will be maintained and is already in configuration from all sites.
4.1.12 The phone system must allow the technician the ability to easily update site data to include but not limited to new personnel, mailbox resets, voicemail clear, and personnel extensions.
4.1.13 The phone system shall have 24 line capabilities or more.
4.1.14 The phone system setup shall be configurable with setup files that can quickly be recalled internally or over a network.
4.1.15 The phone system shall have a network interface to facilitate the transfer of communications to or from all sites.
4.1.16 The phones shall have an LCD display that allows the user easy display of incoming caller, date & time, and options.
4.1.17 On site Phone System installation and training for up to 4 technicians shall be provided at YTTR Yuma AZ.
4.1.18 The phone system shall work on commercial 120 VAC Power.
4.1.19 The Phone system shall work with a battery backup system to provide uninterrupted battery backup for system up to 30min.
4.1.20 Yuma AZ Bldg.
405T requires a minimum of 38 Multi Line IP phones or 38 Multiline Digital phones.
4.1.21 Yuma AZ Bldg. 508 requires a minimum of 34 Multi Line IP phones or 34 Multiline Digital phones.
4.1.22 Tacna AZ EW East requires a minimum of 2 multiline IP phones or 2 Multiline Digital phones.
4.1.23 Welton AZ EW West requires a minimum of 12 Multiline IP phones or 12 Multiline Digital Phones.
5.0 INSTALLATION
5.1 Equipment Shipment: The contractor shall notify YTTR and Naval Warfare Surface Center (NSWC) Corona Division when equipment will be shipped to the range.
5.2 Installation: The contractor shall install all of the equipment on the different sites and dispose of the existing phone system components.
The contractor shall adhere to all commercial standards for installing electronic equipment.
5.3 Pre-Award Survey: A pre-award site survey will be conducted for all interested bidders.
5.4 Design Reviews: The contractor shall conduct one preliminary and one final design review with YTTR personnel to discuss the design and possible problem areas. The final design review shall occur at least one month prior to installation.
5.5 Site Acceptance Testing: The contractor shall demonstrate to the Government that the system operates according to the requirements. The contractor shall submit site acceptance test procedures to YTTR and NSWC Corona Division for approval at least one month prior to installation.
NSWC Corona Division and YTTR personnel will be present for the final site testing and acceptance of the system. Final acceptance of the system will be made by NSWC Corona Division.
5.6 Demonstration/Training Requirements: The contractor shall provide informal hands-on training to range personnel on the operations, maintenance, and troubleshooting of the phone system within 24 hours after system acceptance. The Government does not anticipate more than 6 people to be present for the training.
6.0 COORDINATION AND SCHEDULING
The contractor shall notify YTTR at least two weeks in advance prior to design review and at least one month prior to the installation date. The contractor will be advised of any clearances that are required.
The contractor will be working in both classified and non-classified environments. YTTR will provide an escort when necessary.
7.0 DOCUMMENTATION
The contractor shall provide all commercial off-the-shelf (COTS) manuals for each component of the system, system level drawings and description, wiring diagrams and equipment list.
7.1 COTS Manuals: The contractor shall provide one copy of COTS manuals for all equipment used in the phone system.
7.2 System Level Drawing: The system level drawing shall consist of a block diagram of all major components of the system.
7.3 System Level Manual: The system level manual shall provide instructions on how to operate, maintain and troubleshoot the system.
7.4 Wiring Diagrams: The wiring diagram shall contain drawings showing electrical connections to the system.
The contractor shall ensure that each input and output in the system is identified consistently with the way the equipment was actually installed. The wiring diagram can be included in the system level manual.
7.5 Equipment List: The equipment list shall consist of the item name, part number, manufacturer, and quantity for each component, including cabling of the system. Spare/repair parts provided by the contractor shall also be included and noted in this list.
7.6 Recommended Spare Part List: The contractor shall supply a list of recommended spare equipment for the system.
8.0 REQUIRED DELIVERY DATE
The required delivery schedule for all items procured under this contract in ninety (90) days after contract award.
