The Government intends to enter into a firm-fixed-price contract with LGS Innovations, 5440 Millstream Road, Suite E210, McLeansville, NC 27301. The Mission and Installation Contracting Command (MICC), Fort Campbell, KY, has a requirement for analog line cards used in support of 5ESS Alcatel Lucent Switching System utilized by Network Enterprise Center (NEC) (See (1) attachment - Sole Source J&A). The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that the 5ESS analog line cards can only be provided by the sole proprietor, LGS Innovations. NAICS code for this procurement is 334210 and the small business size standard is 1,000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures (FAR 13.5) using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with LGS Innovations. Responses are due by 1400 CST / 3 September 2013.
