Solicitation N00421-02-Q-4723 is issued as a request for quote (RFQ). This action is not set aside for small business. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed contract for twenty four (24) UHF SATCOM Antennas on a sole source basis with Trivec-Avant Corporation, 17831 Jamestown Ln., Huntington Beach, CA 92647, under the authority of FAR Part 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The antennas will be used in a project for a self-contained modular communications system that fulfills the requirement for a small, two man lift, high data rate communications system. The project requires that the UHF SATCOM antenna be small enough to fit in a commercial airline overhead storage compartment. The weight limitations must not exceed 4 pounds. Additionally, the required antenna must not exceed dimensions of 5 inches by 9 inches when folded. The frequency band of this SATCOM Antenna must meet between 240-320 Mhz and have a 10dbi gain. Previous analysis revealed that Trivec-Avant was the only available product on the market that could meet the requirements. The contract line item number and description is ** CLIN 0001 ? Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 28 Jan 2002 will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
