The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit on a sole source basis to Hydroid, Inc of 6 Benjamin Nye Circle, Pocasset, MA 02559 for purchase of six (6) each MK-8 Mod1 Seal Delivery Vehicle (SDV) Transponder Sets P/N 150574; NSN 5895-01-569-2902. The purchase is not suitable for full and open competition for the following reasons. All of the transponders implemented on the SDV MK-8 MOD1 to date have been purchased from Hydroid Inc. These items contain proprietary engineering technology. The transponder is identified on Naval Sea Systems Command (NAVSEA) approved Source Control Drawing 53711-7648427 that identifies Hydroid Inc as the single source, which preclude substitution of items without comprehensive qualification testing. As the original equipment manufacturer (OEM), Hydroid Inc is the only source that could provide the required items. There are no other possible sources that can satisfy this requirement. The NAICS code is 334511. The Small Business size standard is 750 employees. FSC 5845. Delivery will be to the Naval Support Activity Panama City (NSA PC), Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. The resultant contract will be a firm fixed price purchase order. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
