Sources sought for Cyclops III handheld laser pointer/illuminators, or equivalents.
US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) is seeking sources able to provide quantity ten (10) Cyclops III handheld laser pointer/illuminators, or equivalent. The items are for a Foreign Military Sales case. The proposed source for the Cyclops III is the O'Gara Group as the original manufacturer. To be considered an equivalent to the Cyclops III, a device must meet or exceed the following salient characteristics:
Handheld laser pointer and illuminator.
Optical power - 1 watt minimum.
Wavelength - nominal 850nm.
Continuous wave and pulse modes.
Battery run time: at least 2 hours continuous wave, at least 4 hours pulsed.
Spot size divergence less than 0.5 mrad.
Uniform illumination beam mode up to 4.5 deg for long-range IR illuminator use.
Adjustable flood divergence up to
Adjustable laser intensity from 0 to maximum power.
PRF codes capable.
Dimension not to exceed 6 quote mark x3 quote mark x2 quote mark
Weight not to exceed 10 oz. (with batteries).
The Government does not possess level III technical data package (TDP) for the ADI or installation kit. If no equivalents to the Cyclops III are identified, the Government may choose to meet FMS requirements in other than open competition, based on unique source.
Answering this Market Survey
The response should be an assessment of the contractor's ability to procure the equipment, to include estimated delivery time. Proposed items from other than the O'Gara Group must have documentation supporting its qualification. No costing or pricing is required at this time. An email response to the POC is sufficient.
The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals.
The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense.
At this time the nature of the competition has not been determined. The Government may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.
