RADIO ANALYZERCOMBINED SOLICITATION NOTICE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR SubPart 12.6. The 319th Contracting Squadron at Grand Forks AFB, ND intends to award a purchase order for the purchase of a radio analyzer system. Requirement is as follows: Contractor will furnish all plant, labor materials, equipment, supplies and supervision necessary to provide a radio system analyzer with options. System and options will be delivered to Grand Forks AFB ND. The Contractor will provide systems in a manner as specified below. SYSTEM ANALYZER WITH OPTIONS 1. Systems Analyzer with Options Model/Part # R2670B 2. Astro Digital Option Model/Part # RLN4497A 3. Hardware Option - Required for all options Model/Part # CM701 4. Securenet Option Required for encryption options Model # CM711 5. APCO Compliant IMBE Model/Part # CM713 6. DES, DES-XL, DES-OFB Encryption Algorithms Model/Part # CM704 7. Encryption Test Keyload Cable - KVL3000 Model/Part # RTK4012 8. Keyload Cable - XTS3000 Model/Part # 30-P30984C007 Radio 9. Battery Pack Model/Part # RPN4000A 10. Transit Case with Wheels Model/Part # A002 Radio System Test monitor (minimum capabilities) - Operate in AM, FM and SSb modes in a frequency band of 2 MHz to 134.975 MHz and in AM, FM Type II enhanced trunking and Motorola ASTRO VSELP modes in a frequency band of 135 MHz to 499.975. - Must be compatible with APCO Project-25 and Securnet DES, DES-XL and DES-OFB encryption modes. - Be able to test transit bandwidth, frequency FM deviation, AM percent of modulation, power out put ( 1-125 watts RMS). - Operate as a signal generator with a frequency range of 400 KHz to 1 GHz with internal modulation from 0-95 at 10 Hz to 20 Khz and sweep generator mode coupled to spectrum analyzer trace. - Operate as a spectrum analyzer 400 kHz to 1 Ghz cable fault detector ( time domain relectometer) Oscilloscope, Wattmeter, Tracking Generator, Digital voltmeter, Frequency counter, Distortion Analyzer and ton sequence decoder. - Operate 110/220 VAC 50/60 Hz - Operated on either + 12 VCD or internal batteries - Part numbers listed are Motorola part numbers, an or equal item will be accepted if it meets compatibility requirements. Analyzer will be used on an existing Motoral Trunked radio system. Quotes will be due NLT 4:30 central time Sep 22 2003. This acquisition will be accomplished in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures (SAP) and will be based on competitive quotes. This acquisition is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 334514; size standard of 500 personnell. The provision at 52.212-1, Instructions to Offerors – Commercial, 52.212-4, Contract Terms and Conditions – Commercial, applies to this acquisition. Offerors must include with their quotation a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial items (July 2002) and DFARS 252.212-7000, Offeror Representations and Certification, Commercial Items (Nov 1995). In accordance with DFARS 252.204-7004, Required Central Contract Registration (Nov 2001), prior to receiving any contract award, contractors must be currently registered in the Central Contractor Registration (CCR) database.
