This is a combined synopsis/solictation for Commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. The solicitation is currently avaialble, 05SQ2500009, issued as a Request for Quote (RFQ). This RFQ document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 01-26. NOTICE: The North American Classification system (NAICS) is 512100 Motion Picture and other Video Production, and is set aside for small businesses. STATEMENT OF WORK: Produce a 20 minute video, underscored by music, with eight (8) copies, of the functioning of the Klamath Irrigation Project. The footage will primarily be edited footage shot in the spring and summer seasons, that shall include, but not be limited to, the A Canal, Bypass, downtown area, Olene Gap, Poe Valley, and Lower Klamath Wildlife Refuge. In the finished product, this footage shall be interwoven with animation of a Klamath Project map to demonstrate how the water flows through the canals, drains and pumping stations, thus illustrating the actual functioning of the Klamath Project. The end product will be a twenty-minute video of the Klamath Project having the form and quality of a story, underscored by music. Regular telephone conferences as well as weekly meetings will be held in the USDI - Bureau of Reclamation, Klamath Basin Area Office, 6600 Washburn Way, Klamath Falls, Oregon with the Public Affairs Office of this office. The Bureau of Reclamation, Public Affairs Officer will have the final decision as to script, editing and music and the product will be the property of the Bureau of Reclamation. The Public Affairs Officer will schedule meetings with the contractor. The Bureau of Reclamation will provide a CD of the Klamath Project Map. DELIVERY AND ACCEPTANCE DATE: May 16, 2005. FOB: Klamath Falls, Oregon. EVALUATION FACTORS FOR AWARD: The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirements, most qualified, responsible, responsive bidder submitting the best value to the Government as well as meeting all terms and conditions set forth in this solicitation. LOCATION: The Klamath Project is located in Northern California and Southern Oregon.
