The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Harris Corp. Melbourne, FL for software to interface with their cellular protocol. This is not a request for proposal. Harris Corp. is deemed the only responsible source capable of providing the required software. A Justification for Other than Full and Open Competition is on file.
