NOTICE OF PROPOSED CONTRACT ACTION (NOPCA):The Cryptologic Systems Group (CPSG) intends to award will be a Firm Fixed Price (FFP) Contract for a one-time purchase to the Original Equipment Manufacturer (OEM), L-3 Communications Corporation, Communication System-East (CS-E),1 Federal Street, Camden, NJ 08103, Cage Code: 11447. These purchases are piece parts for the Advanced Extremely High Frequency COMSEC/TRANSEC System (ACTS) family of equipment to be used by the CPSG depot. The parts must be purchased to satisfy depot repair inventory supporting potential customer's operational unit failures. The Advanced Extremely High Frequency COMSEC/TRANSEC System (ACTS) family of equipment was developed by the OEM as propriety products and received NSA authorization as Type-1 CRYPTO under the NSA Commercial COMSEC Endorsement Program (CCEP). The Air Force does not have complete technical data or technical expertise to compete this requirement. The lack of complete specifications, schematics / drawings and parts lists prohibits the use of Full and Open Competition procedures. L-3 Communications Corporation, Communication System-East is the only vendor authorized by NSA to manufacture these piece parts as well as the only vendor with the required engineering knowledge, expertise and the complete drawing package to accomplish the requested government services and the government intends to solicit and negotiate with only one source IAW 10.U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source.
