Notice of Intent: The Department of Energy (DOE), Southwestern PowerAdministration (Southwestern) intends to award a sole-source, Fixed-Price
Delivery Order to General Electric Canada (GE), 8525 Baxter Place, Suite
100,
British Columbia, Canada, V5A 4V7, under Basic Ordering Agreement
DE-AA75-05SW56368. This procurement is for the purchase of Synchronous
Optical
Network Equipment (SONET) to be installed in, and integrated with
Southwesterns existing fiber optic communications system used to support
the
operation and maintenance of its electrical power transmission system. The
estimated dollar value of the procurement is $35,631.70. The North American
Industry Classification System Code for the procurement is 334290, and the
small business size standard is 750 employees.
This procurement action is being conducted in accordance with 41 U.S.C.
253(c)(1) ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES
WILL
SATISFY THE REQUIREMENTS, and Federal Acquisition Regulation part
6.302-1(a)(2)(ii)(A) A SUBSTANTIAL DUPLICATION OF COST TO THE GOVERNMENT
THAT
IS NOT EXPECTED TO BE RECOVERED THROUGH COMPETITION. GEs JungleMUX SONET
equipment was selected through full and open competitive procurement
actions in
1995 as the equipment to be deployed in support of Southwesterns
operational
communications network. The JungleMUX equipment has continued to be
deployed
since then as part of Southwesterns communication system improvement
projects. The JungleMUX SONET equipment furnished by GE is the only
equipment
available that can be used to make changes/additions to Southwesterns
existing
installed equipment base. The JungleMUX equipment is also the only
equipment
available that can be installed at new sites and function as an integral
part
of the existing communications system and be managed by the current network
management system. GE is the only known source for this JungleMUX
compatible
equipment and GE holds specific patent, license and trademark restrictions.
This is a notice of intent to award a sole source procurement action and is
not
a request for competitive proposals. This notice shall satisfy the
requirements
of FAR Part 5. Firms wishing to challenge the sole-source decision must
submit
a letter of interest, referencing No. DE-AD75-10SW10272, to Southwestern
demonstrating the firms ability to provide the equivalent products as
described above. Firms shall also indicate whether or not they are a small
business, small women-owned business, small disadvantaged business, 8(a)
small
business concern, veteran owned small business, and/or service disabled
veteran
owned small business. Interested parties must provide rationale, including
pricing, why they should be considered. Firms are requested to submit any
challenges to the Southwestern Power Administration, Division of
Acquisition
