The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 6301, Radiation Technology Group has a requirement for Geiger-Muller (GM) tubes to replace old GM tubes in Navy’s Multi Function RADIAC (MFR) Control units and Gamma-Beta probes and intends to award a Indefinite Delivery Indefinite Quantity (IDIQ) contract to be awarded for five years to Canberra Industries, Meriden, CT. This acquisition is made under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items. The small business set-aside has been dissolved. NSWCCD intends to negotiate a non-competitive procurement under the authority of 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplier of services will satisfy agency requirements. The GM tube is an integral part of the MFR, which determines its functionality and characteristics. The MFR, currently fielded by the Navy, contains GM tubes manufactured by EURISYS MESURES, part of COGEMA group, which also owns CANBERRA INDUSTRIES. This tube was marketed commercially by EURISYS MESURES as part number 3G6500 and is defined by Navy Specification Control Drawing no. 6962729 Rev. D. These tubes, under controlled condition, have an average life of five years. The Navy fielded the MFR in 1999/2000 and intends to keep it in the field for another seven to ten years. Thus, failed GM tubes have to be replaced by tubes, which are identical to it with respect to form, function and fit. Gas mixture, which determines the characteristics of a GM tube, is proprietary information of the manufacturer. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated award date is on or around 4/20/06.
