The Space and Naval Warfare Systems Command (SPAWAR), on behalf of theNavy's Program Executive Office for C4I, Submarine Integration Program Office(PMW 770), plans for a full and open competition for the Increment 2 of Multi-Function Mast (OE-538/BRC) Antenna System for U.S. Navy submarines. Thiseffort consists of system design and development (SDD); delivery of 1Engineering Design Model (EDM); and if exercised, options for production of OE-538 hardware. The contract will be Cost Plus Incentive Fee for system designand development and Firm Fixed Price for production hardware. The scope ofthis contract includes requirements for the design, development, integration,test, production, and delivery of an upgraded/modified OE-538 Increment 1antenna system. The development consists of modifying an OE-538 Increment1 system to enable Mobile Users Objective System (MUOS), Tactical Data Linkvia Link 16, and Iridium communications. The production consists of upgradingOE-538 Increment 1 systems provided as Government Furnished Property(GFP) to OE-538 Increment 2 configuration. The draft Statement of Work(SOW) has been added as an attachment to the https://e-commerce.spawar.navy.mil website. The Technical Requirements Document and other reference documents havebeen provided for industry review on a separate secured site limited to DoDContractors. To request access to the secured website, each company mustsign and return the Non-Disclosure Agreement (NDA) posted on the e-commerce site entitled, "Bidder's Repository NDA" and provide the e-mailaddress, phone number for each requested user,and provide Joint CertificationProgram (JCP) active certification number to Heidi Radaford [email protected]. Each company may request access for up to tworepresentatives. Each user is required to be a U.S. DoD contractor and have avalid DoD or ECA issued PKI certificate to gain access to the website. If aninterested company is a U.S. DoD contractor and does not have a valid DoD orECA-issued PKI certificate, contact [email protected] for furtherinstruction. If an interested company is a U.S. DoD contractor and does nothave a JCP certification number, please go to websitehttp://www.dlis.dla.mil/jcp/documents.aspx and submit a complete DD Form2345 to Joint Certification Office (JCO). Once DoD Contractors have beenapproved, the Government will provide instructions on how to access thesecured site. It should be noted that additional documentation may be postedto the site over the next month. If released, a final Request for Proposal(RFP) will be released no sooner than 21 November 2008. The North American Industry Classification System (NAICS) code for thisrequirement is 334220 and the size standard is 750. Numbered Notes 26 apply and are also provided in full text for convenience. NUMBERED NOTES-- Numbered Note 26: Based upon market research, the Government is not usingthe policies contained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services.
