The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC) at MacDill Air Force Base (AFB), FL, has a requirement for production of a pylon that will be used to attach a stepped frequency microwave radiometer (SFMR) instrument to a hard point on the wing of an Orion P-3 aircraft. All design and engineering for the pylon unit has already been accomplished. A functional pylon unit already exists and has been in operational use. The work shall be accomplished in accordance with existing specifications which will be provided on CD-ROM or electronic data file. The successful offeror must have experience in producing aircraft structures in accordance with manufacturing prints. Quality assurance, construction, and conformance inspections shall be conducted in accordance with all applicable Federal Aviation Regulations. The successful offeror must supply its own tools, computers, supplies, and all other resources required to produce the specified pylon unit. AOC will make the aircraft available for measurements and fit testing on a mutually agreeable basis. Generally, the aircraft is available at Hangar 5 on MacDill AFB from 8:00 A.M. to 4:30 P.M., Monday through Friday. AOC will provide assistance in removal and replacement of the pylon for measurement purposes. The successful offeror is responsible for transportation to and from the AOC facility and for access to MacDill AFB. Offers will be evaluated based on proven technical capability, demonstrated experience in similar production efforts over the past six months, and ability to complete all work before the required delivery date of 90 days after receipt of order. This is a commercial items best value acquisition that will be accomplished in accordance with Part 12 of the Federal Acquisition Regulation (FAR).
