The Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, MD intends to issue a Basic Ordering Agreement (BOA) for the duration of three years with Telephonics Corporation, 815 Broad Hollow Road, Farmingdale, NY 11735-3937 to provide equipment and spares support to the Ship and Shore Based Electronics System, Identification Systems Division for the AN/TPX-42A(V) systems. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source. Telephonics Corporation is the sole designer, developer and producer of the AN/TPX-42A(V) Air Traffic Control Processing and Display equipment and Telephonics retains all proprietary data rights for the AN/TPX-42A(V). Additionally, Telephonics is the only firm possessing the required knowledge, expertise, and data necessary to provide the essential equipment and spare parts with the compatibility and interchangeability necessary for immediate integration into existing systems. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit information, no later than 15 days after this synopsis is published, which will be considered by this agency. A determination not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Hardware to be purchased under the proposed BOA will span a period of three years beginning 25 July 2003 through 24 July 2006.
