The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to procure on a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis from Meggitt Defense Systems (MDS), Inc., 9801 Muirlands Blvd, Irvine, CA. 92618-2521. This requirement is for 22 each Full Scale Decoy Launcher MDS part number (PN) 474375; 25 each Wing Tip Reel (WTR) Launcher MDS PN 58400; 60 each Towline MDS PN 584706; 25 each WTR Pool, Dummy, Mass Simulator part number 584600-1; 5,000 hours Engineering and Technical Services; 25 each Repair Services; 25 each Teardown and Evaluate Full Scale Decoy Launchers; 25 each Teardown and Evaluation of WTR Launchers; 25 each Teardown and Evaluation of WTR Pod, Dummy, Mass Simulators; 75 each Re-spool Towlines; and 75 each Re-terminate Towlines over a five year period. Delivery schedule will be specified in individual delivery orders. MDS is the only known contractor who possesses the technical knowledge and data to provide the launchers and towlines as required. The data required to manufacturer the launchers (including decoy launchers, mechanisms and fiber-optic towline decoy countermeasures sets) and towlines, which are interdependent of each other. A written solicitation will be issued and posted at FedBizOps. All responsible sources believing they can provide the required supplies/services may submit a written capabilities statement or proposal which shall be considered by the agency. Written responses shall clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and delivery of the requirements.
