The Government intends to enter into a firm-fixed-price contract with LGS INNOVATIONS LLC 5440 Millstream RD STE E210 MC LEANSVILLE NC 27301-9274. The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement to purchase analog cards for the 5ESS Voice switch located in Building 95 and analog cards for installation in AIU cabinets in remote switch modules here on FT Campbell to service new phone numbers to new customers (See (2) attachments Sole Source J&A) The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.5. Only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that the current analog cards in use by NEC was initially installed and currently maintained under contract by LGS Innovations. Lucent Technology is not the only manufacturer that makes this particular card, similar cards can be purchased from another manufacturer but compatibility or reliability cannot be guaranteed. Additionally current technicians are only familiar with the LSG INNOVATIONS Products for the 5-ESS and therefore unfamiliar with another brand of card and may not be able to troubleshoot. NAICS code for this procurement is 443112 and the small business size standard is $9.0M. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 6 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government.
