This purchase is not suitable for full and open competition for the following reasons. Hood Technology Corporation has specifically developed the camera system for helium balloon applications. This system is unique in that it has specifically developed components, software, user interface and system design considerations for the required application. It has the combined unique characteristics of low weight, low power consumption, stability and ground control required to support NSWC PC's requirement. No other product on the market is capable of achieving the requirements discussed above for NSWC PC helium balloon applications.
