This is a combined synopsis/solicitation for commercial itemsprepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional
information included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation will
not be
issued separate from this announcement. Solicitation DE-RQ65-09WG8858 is
issued as a Request for Quotation. Solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular
2005-31. A fixed price contract will be awarded using Simplified
Acquisition
Procedures. This solicitation is 100% small business set-aside. The North
American Industrial Code (NAICS) is 321213 and the business size standard
is
500 employees or less.
COMMERCIAL ITEM SPECIFICATION
Crossarms and Braces
The U.S. Department of Energy, Western Area Power Administration, Desert
Southwest Customer Service Region requires:
CLIN 0001 - Brace, x-brace 69 kV, 100. Including mounting hardware per
attached specification sheet. Quantity 40 each.
CLIN 0002 Crossarm, 69 kV, 2 5/8 x 9 x 21 Douglas Fir, cut and
drilled
per attached specification sheet. Quantity 60 each.
CLIN 0003 Crossarm, Douglas Fir, 161kV, Cut and drilled 3 5/8 x 11 x
35. Must be laminated and treated with penta per attached specification
sheet. Quantity 200 each.
CLIN 0004 Crossarm, 115 kV, 2 5/8 x 9 x 25. Must be laminated with
Penta and cut and drilled per attached specification sheet. Quantity 280
each.

FOB Destination to 615 S. 43rd Avenue, Phoenix, AZ 85009. Contractor to
transport crossarms on an open bed truck/trailer so they may be off loaded
with
a forklift. If the crossarms arrive in an enclosed truck/trailer the
vendor is
responsible for off loading.
The following clauses and provisions apply to this solicitation:
52.212-1, Instructions to Offerors -- Commercial. Please submit the
product
information, manufacturer and part number of item you will be supplying if
applicable. FOB Destination.
52.212-2, Evaluation -- Commercial Items. The Government intends to award
to
the responsible contractor whose quotation is the most advantageous to the
Government, considering price and price-related factors, technical
compliance
and delivery schedule. Technical specification compliance and delivery
schedule when combined are significantly more important when compared to
price.
52.212-3, Offeror Representations and Certifications -- Commercial Items.

WES-H-1024 LOBBYING RESTRICTIONS (WAPA, FEB 2008) The contractor agrees
that
none of the funds obligated on this award shall be expended, directly or
indirectly, to influence Congressional action on any legislation or
appropriation matters pending before Congress, other than to communicate to
members of Congress as described in 18 U.S.C. 1913. This restriction is in
addition to those prescribed elsewhere in statute and regulation.
WES-H-1025 REQUIREMENT FOR PURCHASING OF AMERICAN-MADE EQUIPMENT AND

(WAPA, FEB 2008) It is the sense of the Congress that, to the greatest
extent
practicable, all equipment and products purchased with funds made available
under this award should be American-made.
WES-H-1051 ENERGY EFFICIENCY IN ENERGY CONSUMING PRODUCTS (WAPA, JULY
2006)
When the contract requires the specification or delivery of energy
consuming
products for use in a Federal facility, the contractor will specify or
deliver
ENERGYSTAR qualified products or products conforming to the Federal Energy
Management Programs (FEMP) Energy Efficiency Requirements, whichever may be
applicable, provided products with such a designation are available and are
life cycle cost effective and meet applicable performance standards.
