THIS IS A NOTIFICATION REGARDING A HUD INDUSTRY DAY ONLY.
This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only.

The Department of Housing and Urban Development (HUD) will hold an Industry Day on Friday, June 21, 2019 starting promptly at 9:30am - 12:30pm at HUD's Headquarters building located at 451 7th St SW, Washington, DC 20410 in the Brooke Mondale Auditorium. Please plan to arrive by 9:00am EDT to the check in at the SOUTH ENTRANCE guard station of the building with official state or Government identification for each participant.

The Industry Day will brief interested parties on the following HUD requirement:

BACKGROUND:
HUD is looking to move away from its current approach for procuring and managing inspection services to ensure that its inspection procurements comprehensively and timely satisfy its inspection requirements. The current approach requires REAC to undertake extraordinary measures to ensure quality inspections. HUDs overarching objective is for the Contractor to take the responsibility for the lifecycle of recruiting, training, and monitoring combination inspectors, as well as being responsible for delivering to HUD an inspection product that has been subject to quality management procedures. The current approach to procuring inspections has resulted in a serious backlog of inspections with gaps in in the national level of coverage needed. Additionally, REAC must undertake an unacceptable level of effort and investment to support the current approach, such as:
1) Recruiting, training, monitoring, mentoring, and developing all inspectors participating in the program;
2) Providing the inspection software used by Contractor to perform the field data collection component of the inspection process;
3) Maintaining multiple divisions of the REAC tasked with oversight and quality management of inspections; AND
4) Managing inspectors on an individual basis, including conducting all necessary quality management functions at the individual level.

The options available to REAC to rectify these issues under the current approach are insufficient. REAC therefore seeks a Contractor with the capabilities to recruit and train its own inspectors that can supply accurate inspection observations, including all support and administrative services that enable the Contractor to perform such work.

OBJECTIVES
The objective of this contract is to effectively and efficiently execute HUDs affordable housing inspection responsibilities, by relying on a small number of Contractors to conduct inspections and provide related support capable of providing the following physical inspection services:
1) Accurate, consistent inspection observations that collectively represent the overall physical condition of a property;
2) Performance of 10,000-20,000 inspections per year in the Continental U.S. (CONUS) and Outside the Continental U.S. (OCONUS) where HUD has properties;
3) Information Technology (IT) hardware and software for the planning, execution, and submission of inspections and results in a format acceptable by HUD (including all administrative, logistical, and managerial requirements to support such operations);
4) Develop and implement internal Quality Management (QM) to include remedies for substandard performance at the contract and inspector levels;
5) Recruitment, selection, and professional development of multi-disciplined inspectors, eligible for the conferral and continuation of certification by HUD;
6) Scheduling, arranging travel, and performing inspections in an effective manner that results in the least cost to the government while meeting HUD performance standards; AND
7) All review and analysis necessary to make formal recommendations for improvements in inspection standards, protocols, and processes.
