The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to solicit Detroit Diesel Corporation on a sole-source basis for four (4) each Screw, Thrust; two (2) each (B6) HP Fuel Line; two (2) each (B2) HP Fuel Line; three (3) each (A4) HP Fuel Line; two (2) each Gasket; two (2) each Gasket; four (4) each Brush Set; one (1) each Circuit Board Operational Data Recorder; one (1) each Engine Data Recorder; seventy (70) each Ring; one (1) each Engine Data Recorder; and one (1) each Preformed Packing. This purchase is unsuitable for full and open competition for the following reason: The Government does not own the technical data packages or specifications to compete this procurement. These items are inherent to the existing MARK V Special Operations Craft (SOC) system sustainability. The items requested have been tested, certified and approved for "Navy Use" and are the only known items that will fulfill the MARK V Special Operations! Craft (SOC) use requirements. These items and vendors have been researched, to locate suitable replacement items and only Detroit Diesel Corporation was found to provide the OEM/OEM Equivalent replacement parts required for the MARK V Special Operations Craft (SOC). Although other manufactures or equipment providers may supply these types of equipment or parts, they have not been tested or certified for use in the MARK V Special Operations Craft (SOC).
