The U.S. Department of Commerce, NOAA intends to procure 10 world Ocean Circulation Experiment (WOCE) Lagrangian Surface Velocity Program Wind Speed/Directon Barometer (WSD/BP) Drifters with known water following characteristics to support Navy operational forecast functions. These drifters shall be capable of operating in the open sea and following water parcels vertically averaged over a drogue of height 6-12 meters centered (15 or 100) meters below the water surface. They will provide measurements of wind speed, wind direction, barometric pressure, and sea surface temperature. Water mass drift (15 or 100 meters depth) will be calculated by positions determined through Service Argos. The drifter shall consist of a main surface float, a tether/drogue system, sensor/data collection system, and Argos transmitter. The drifter shall be capable of operating unattended for period of time of up to twelve (12) months and shall report data through the TIROS (ARGOS) satellite system for data dissemination and platform position determination. The complete drifter system shall be designed to withstand the rigors of air deployment. The complete drifter system shall be air deployed by government personnel from a C130/C141 type aircraft using a GFE air deployment package and procedure. The drifter shall be designed and fabricated to withstand the environmental conditions associated with staging locations, shipment via truck/aircraft over long distances, and final air deployment. Drifters must be ready for shipment by January 31 ,2003. The drifters will be purchased under the guidelines of FAR Part 13, Simplified Acquisition Procedures. The NAICS Code is 334513.
