NASA/KSC has a requirement for a Polytec Laser Vibrometer System consisting of the following items: 1) Quantity of one OFV-505 Hi-Performance Tripod Mountable Laser Sensor Head with stepper-motor driven OFV-LR lens for remote focus. 2) Quantity of one OFV-2500-2+ 3-Range Velocity Controller with Analog Displacement Integrator. NASA/KSC intends to purchase the items from Polytec Incorporated, 16400 Bake Parkway, Suite 200, Irvine, CA 92618. Polytec Inc. is the only known source that manufactures an eye-safe laser vibrometer system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Tuesday, August 06, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
