NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

The Internal Revenue Service (IRS) intends to award a sole source contract to International Tactical Products, Inc. DBA Sally’s Cop Shop, located at 1170 Chapel Crossing Rd., Brunswick, GA 31525, for the purchase of the brand 5.11 Tactical, item number 48001, 3-in-1 parkas, with badge patches used by the IRS Criminal Investigation (CI) Division.

The 5.11 Tactical parka is a 3-in-1 parka with easy access side zippers, interior concealment garment, waterproof outer shell, and flagged badge/enforcement identification pouches.

Pursuant to an Internal Revenue Manual, guidelines for use of design of IRS published products have been established. Currently, International Tactical Products, Inc. DBA Sally’s Cop Shop is the only apparel company authorized to have the IRS CI badge patches and the CI badge graphic.

Accordingly, this purchase will be made and justified under Federal Acquisition Regulation (FAR) FAR 6.302-1 – Only one responsible source; or brand name specification.

This is not a solicitation. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
