NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to repair items in support of the SETI (Shaft Engine Test Instrumentation) System as specified within the attached document. The Government intends to solicit and negotiate with only one source Concept NREC, LLC (Concepts) (0C770), White River Junction, VT for repair of 8 various items. Concepts is the Original Equipment Manufacturer (OEM) and the only known source for providing repair support of the listed items. The government does not possess (or cannot provide) the data necessary to perform the required repairs of the items. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulations (FAR). The applicable NAICS code is 336413. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The intention of this solicitation is to award a repair requirements Basic Ordering Agreement (BOA). The repair BOA will include three base years. The agreement will include the repair of the parts listed in the attachment A, and the Weapon System, Ship or Aircraft the items are used on or supports and will allow for orders to be placed against it for repair. The government does not possess or cannot provide the data necessary to manufacture the item. None of the items under this acquisition are subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements, therefore Buy American Act applies to all assets under this effort. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed agreement based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
