This requirement is sole sourced to L3 Communications, 1515 Grundy's Lane, Bristol, PA 19007 as a direct replacement for existing cards for Guided Weapons Test Station. Any firms believing that they can provide the PCM Encoder may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the PCM Encoder without causing programmatic hardship.
