The Engineer Research and Development Center (ERDC) Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.106-1(b) to Panalytical, Inc, 117 Flanders Road Westborough, MA 01581-1042 for a maintenance agreement for a X-ray Diffractometer.
Panalytical, Inc. is the only vendor who provides these services due to incorporated proprietary parts and components.
The Government intends to acquire this commercial item using FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:00 a.m. CST on Friday, August 2, 2013. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
