Description: The United States Special Operation Command (USSOCOM) intends to negotiate on a sole source basis with Tel-Instrument Electronic Corp, 728 Garden St., Carlstadt, NJ 07072 in accordance with simplified acquisition procedures (FAR 13) and FAR 12 for the purchase of two (2) T-47SH Identification Friend of Foe (IFF) Test Sets for use in the Special Operation Craft Riverine (SOCR) Program. The T-47SH IFF Test Set will be used for operation checks and maintenance fault isolation of AN/APX-100 IFF Transponders presently installed on the SOCR. The T-47SH IFF Test Set is also fully compatible to test and fault isolate the proposed AN/APX-118 replacement IFF Transponder. This reason justifying other full and open competition is that this test set is the only known product the will test all functions, including fault isolation of IFF transponder failures, of the existing SOCR AN/APX-100 Transponder and proposed replacement AN/APX-118 Transponder. Written responses to this sole source announcement must be submitted with 15 days of the date that this announcement appears in the FedBizOps. In addition, any response to this announcement must address how the product proposed will work flawlessly with the existing SOCR transponder.
