In order to build the capacity development of the Iraqi Civil Defence Corps (ICDC) requires that fire fighters receive training in the handling and disposal of HAZMAT (Hazardous Materials). These trained fire fighters will also receive train-the-trainer classes so they can oversee the training of other fire personnel in HAZMAT handling procedures. The ICDC is establishing better policies and procedures for the handling and disposal of HAZMAT. The fire fighters who attend this HAZMAT training will be able to conduct classes at the outlying fire houses to the other fire personnel. This capacity building is essential to reduce casualties among the fire fighters as well as the civilians at the scene of fire incidents (car bombs, chemical fires, and unidentified material spills). The evaluation criteria, in descending order of importance, will be past experience with providing HAZMAT training classes that meet U.S. standards, technical capability to provide this course in Baghdad Iraq, and price.
