The Naval Surface Warfare Center Panama City Division intends to issue asole source purchase order to Sperian Instrumentation, 651 South Main Street,Middletown, CT , for the acquisition of three (3) PosiChek3 Performance Testersto test Self-Contained Breathing Apparatus (SCBA) equipment aboard U.S. CoastGuard Vessels. The SCBA is a cylinder fed, open circuit respirator thatsupplies positive pressure breathing air to the user. The Supplied AirRespirator with Backup Self-contained Breathing Apparatus (SAR/SCBA) provides aportable compressed air supply capability for inspection of suspectedimmediately dangerous to life and health (IDLH) environments. The SCBA isNIOSH-approved respiratory protection equipment, and is the preferred equipmentfor initial gas-free inspections. This equipment is sole source for thefollowing reasons. A properly maintained SCBA must be capable of meeting basicNIOSH / NFPA performance requirements. Unfortunately, given the hard ! usage that SCBA receive, performance can sometimes "slip". NFPS 1852 mandatesthat all compliant SCBA must be tested on a calibrated breathing machine beforebeing put into service and at least once per year thereafter. Unless SCBA areregularly tested to verify proper performance, a loss of function may not benoticed until after an accident has occurred. The PosiChek3 manufactured bySperian Instrumentation is the only system that automatically determines theoperational fitness of an SCBA by means of a series of dynamic tests andfunctional checks. PosiChek3 testers quantitatively determine whether thecurrent performance of an SCBA meets NIOSH and NFPA requirements. RegularPosiChek3 testing ensures that SCBA which require maintenance are identified andtaken out of service before an accident occurs, not after.
