THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small business concerns should be capable of furnishing all labor and materials/parts as requested to provide upgrades of building utility systems to Johnson Controls Metasys Building Automation System (BAS). The NAICS code is 238220 DESCRIPTION OF THE REQUIREMENT: The contractor shall provide all labor and materials/parts as requested to provide upgrades to Metasys building management software and hardware at Charlie Norwood Veterans Affairs Medical Clinic (CNVAMC) Augusta, Georgia. Provide all software subscriptions needed to upgrade all systems at least annually. Provide maintenance services, preventative maintenance inspections, technical assistance, emergency services, repairs, and hardware replacement. _ includes all tools, computers, meters and testing equipment required to perform service and repairs. _ Labor provided will be for: Calibration of all devices as required Installation labor for software patches and updates. Other duties as assigned by appropriate VAMC personnel _ includes Two (2) Software Subscriptions for ADX Servers (scheduled to be upgraded from ADS) _ Includes Site Subscription for all NAE, NIE, NCE controllers _ Includes two (2) JCI provided Alphanumeric pagers, 1 for each facility _ includes one (1) annual site visit to the Aiken, SC & Athens, GA sites for system updates _ Creation of system schedules, set-backs as directed by appropriate VA personnel _ Monitor and report on overrides, set-points, alarms etc. _ Energy monitoring and savings projects as directed Provide repairs and perform system preventative maintenance and upgrades POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing Building Automation System (BAS) Metasys. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Submit Capability Statements by August 6, 2010 to: Department of Veterans Affairs, VISN 7 Network Contracting Activity ATTN: Juan A. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
