This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.
Synopsis/Solicitation N00178-16-R-2064 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.
This requirement is not eligible for small business set-aside.
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis. L-3 Communications Corporation is the the only source available that sells the required items. To ensure hardware/software compatibility (form, fit, and function) and demonstrated reliability, there can be no substitute for the 4001 NTDS Type E (Low Level Serial) boards. The introduction of any other similar product by any other manufacturer is not considered to be in the best interest of the Government in terms of cost and schedule delays. L-3 Communications Corporation is located in San Diego, CA.
Please include shipping/freight cost for FOB Origin Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price.
All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.
Quote is due 22 August 2016, no later than 3:00 p.m. EST with an anticipated award date by 30 September 2016.
