The hearing has been cancelled Published Monday April 4, 2016 The hearing has been cancelled since no vendors registered to attend or submitted comments regarding this notice. The State Purchasing Officer for this procurement is now Aaron M. Finder. First published Friday, March 18, 2016 The University awarded a contract for 400 MHz NMR Spectrometer to JEOL, Peabody, MA, for an estimated $272,310. Purchase the JEOL 400 MHz NMR instrument with state-of-the-art console and electronics as it is critical to support active and pending NIH grants and investigator initiated research in the College of Pharmacy that require the use of such an NMR instrument for research on bioactive natural products and related pharmaceutical preparations. The researchers at the UIC College of Pharmacy have a unique expertise in this area, involving work on anti tuberculosis drug discovery as well as botanical dietary supplements. The capabilities of the new JEOL NMR spectrometer are criticial to achieve milestones and maintain competitive advantage in the acquisition of extramural funding, particularily from the NIH. In order to support the ongoing research efforts that the instrument is intended to serve, it is critical that the new console including the analog/digital conversion electronics are state-of-the-art hardware that support quantitative NMR measurements. The researchers at UIC are leaders in the field of quantitative NMR and the electronic/hardware capabilities. Both Bruker BioSpin and JEOL instruments were evaluated. Only the JEOL 400MHZ NMR instrument is uniquely positioned to support these kinds of measurements. In addition, JEOL specifically supports quantitative NMR methodology (see www.qnmr.jp, in collaboration with Wako, a major supplier of fine chemicals and reference standards), which is unique and no other vendor can provide. In addition, for the purpose of the often chemically complex natural products samples involved in investigations, the instrument needs to have the capability of accommodating the software-based implementation of new NMR pulse sequences that are continuously developed by the research community, without the need for hardware upgrades. The University has determined that this purchase is only economically available from this source because the items are required for research and no other source is able to meet the researcher's documented needs.
