This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F1931E31430100 is being issued as a Request for Quotation (RFQ), which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-03. This acquisition is reserved for small businesses; however, the Government is accepting proposals from large businesses.
