The U.S. Coast Guard Engineering Logistics Center has a requirement to establish a maintenance parts and technical services program to support the Main Diesel Engines installed on the 378’ High Endurance Cutter (WHEC). The Main Diesel Engines installed on the WHEC are Fairbanks Morse model 38TD8-1/8. This will be an Other Than Full and Open Competition Requirement using the Original Equipment Manufacturer (OEM). All labor shall be performed by OEM certified and authorized machinists, mechanics and technicians. All parts shall be Original Equipment Manufacturer (OEM) parts. It is the Government’s belief that only Fairbanks Morse Engine, the Original Equipment Manufacturer, possesses the required technical and engineering specifications and drawings to successfully furnish the desired services and parts for the WHEC Main Diesel Engines and the only responsible source that can analyze all these components simultaneously. This information is proprietary to Fairbanks Morse Engine. The Government did not procure this information, or the rights to use this information, under the original contract. Therefore it is the Government’s intention to solicit and negotiate only with Fairbanks Morse Engine. Concerns having the expertise and required capabilities to furnish the above items and services are invited to submit complete information discussing the same within 14 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., salient physical, functional, and performance characteristics) and/or (2) Data that the offered parts have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does NOT intend to pay for information solicited. See Numbered Note 22. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1.
