Synopsis:
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following Anthropomorphic Test Devices (ATD) and their supporting parts from ROBERT A DENTON, INC. (Denton ATD), in support of Aberdeen Test Center, located at Aberdeen Proving Ground, Maryland 21005.

The Government intends to award a firm-fixed price sole source purchase order to Robert A Denton, Inc., (Denton, ATD) 2967 Waterview Drive, Rochester Hills, MI 48309-4600. Denton provides specialty and proprietary lumbar spine load cells and enhanced tibia leg assembly that cannot be provided by another company. The load cells and ATD are manufactured by Denton which possess the proprietary drawings for manufacturing, distribution rights, calibration and sales/engineering. The associated North America Industry Classification System (NAICS) Code is 811219 and the Business Size Standard is $7 Million.
All responses received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM EDT, January 22nd, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
