The US Army Corps of Engineers intends to negotiate and award, on a sole source basis, a stand-alone fixed price contract for the procurement of a Phillips "Achieva 3.0T X-SERIES" MRI scanner due to their existing operation and maintenance contract which has experience overseeing Phillips medical equipment at the Basrah Children's Hospital in Basrah, Iraq. The project also requires the contractor to recommend spare parts and repairs to the specified scanner and receive Contracting Officer approval before commencing with these actions. The total estimated price for this action is $3,000,000. Spare parts purchase and installation related to the MRI Scanner is optional, and if awarded, will be limited to $100,000 and shall only occur upon written direction from the Contracting Officer. This action is pursuant to 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirement.' Award to any source other than Philips Healthcare North America would result in unacceptable delays and substantial cost that are considered to be well beyond any cost savings that might be achieved through competition. Under the authority of FAR 6.302-1, this action is directed towards Philips Healthcare North America.
