NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER

Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source purchase order to Masterpiece Engineering, 3001 Tecumseh Way, Corinth, MS  38834.

Description of Supply:

Re-manufacture four (4) 3070 Custom Test Fixtures with the following requirements:

• Physical compatibility with the Keysight i3070 In-Circuit Test System.
• Compatibility with existing legacy file sets.
• Fabrication completed using legacy file set data.
• Vacuum gasket feature.
• Cold-mold gasket custom to each APN-209 circuit card footprint.
• Circuit Card Assembly surface accessible for probing while under test.
• Fixture identical in function to existing models.
• Removable front and rear panels to allow access to probes and personality pins.

Masterpiece Engineering fixtures are unique in that they can be produced even in the absence of CAD data, which is predated by legacy file sets.  The ability of Masterpiece Engineering to meet this condition, with the ability to produce fixtures using vacuum gaskets, makes them the only vendor on the Keysight Test Application Development and Fixture Solution Partners list able to meet all prescribed requirements.

The Government intends to acquire this supply under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items.  The Government intends to solicit and negotiate directly with Masterpiece Engineering under the authority of FAR 13.106-1(b)(1).

This is not a solicitation for competitive quotes.  However, if any interested party that can provide this product, without compromising manufacturing delivery, warranty or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot.  A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

The capability statement, a price list and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.
