Intent to Sole Source: The Supervisor of Shipbuilding Conversion & Repair, USN (SUPSHIP), has a requirement to correct the main propulsion engine torsion meter problems onboard the USS ENTERPRISE (CVN-65). This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of SUPSHIP and in accordance with FAR 13.5, Test Program for Certain Commercial Items. OEM technical repair services are required to meet the Government's minimum requirements to support overhaul /repairs to the ships main propulsion engine torsion meter. Northrop Grumman (formerly Westinghouse) is the OEM for main propulsion engine torsion meter installed onboard the USS ENTERPRISE (CVN-65). Northrop Grumman possesses proprietary technical specifications, drawings and technical expertise required to accomplish required to repair/overhaul work to correct the main propulsion engine torsion meter problems. The OEM is the only contractor authorized, by NAVSEA 08, to correct the main propulsion engine torsion meter problems onboard the USS ENTERPRISE (CVN-65). The period of performance for this effort shall not exceed 20 weeks from date of award. The Government intends to solicit and negotiate with Northrop Grumman Marine Logistic Support for the supplies and services in accordance with FAR 6.302-1. Interested parties may identify their interest and capabilities or submit proposals via email to both [email protected] and [email protected]. This is not a request for competitive proposals. However, the Government will consider all proposals received within 5 working days after the date of publication of this synopsis. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purpose of determining whether to conduct a competitive procurement.
