CITY OF FOREST GROVE, ENGINEERING26TH AVE IMPROVEMENTS Bids Due 10:00 am, May 25, 2023 INVITATION TO BIDBid documents are available and bids received via City's e-Procurement Portal ("Portal"): https://procurement.opengov.com/portal/forestgrove-or Bids are due no later than 10:00 am local time on Thursday, May 25, 2023. Late bids are unable to be entered. Immediately after the bid closing date and time, the Portal system will automatically unseal publicly all the bids submitted prior to the bid close deadline with tabulated results. Bid vetting will be conducted and results confirmed before awarding. Bidders are solely responsible for ensuring actual receipt of the bid by the City of Forest Grove at the place and time designated. Bidders shall be solely responsible to check for and download all addenda, if any, from the City Portal prior to bidding. Bidders who "Follow" the project and are listed under the Followers list will receive automatic email alerts when addenda or notices are issued by the City. Bids must contain: · A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). · Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870. Workers on Public Works Projects to be Paid Not Less Than Prevailing Rate of Wage. · A bid bond on the City's Bid Guaranty form of at least ten percent (10%) of the total bid. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the City it is in the public interest to do so. The City reserves the right, but is not obligated, to waive any irregularities or informalities in its sole and absolute discretion. The City does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements.
